Accountable Care Organizations: can we have our cake and eat it too?

The health care debate has largely focused on the provisions of the Affordable Care Act (the ACA) aimed at expanding health insurance coverage to all Americans, most notably the individual mandate requirement. The ACA, however, also takes important steps to address the companion challenge of making health care coverage affordable by reigning in health care costs. These steps include various initiatives under the ACA that encourage the formation of accountable care organizations (ACOs)clinically integrated organizations of primary care physicians and other providers that, through various payment mechanisms, are rewarded for both raising the quality and lowering the cost of care provided to their patients. Many believe that ACOs hold great promise for achieving cost savings given their financial incentives to do so. But proponents of ACOs do not simply contend that ACOs can stabilize health care costs; they also claim that ACOs can simultaneously improve the quality of care provided to patients.
